A Salina man is cited for carrying a concealed weapon in a backpack.

According to Lt. Scott Siemsen, officers on Friday evening around 7:20pm, observed a man walking with four long guns and a backpack in the 1900 block of Haskett.

Police say 19-year-old Travis Novak was legally carrying a .22 rifle, a 20-gauge shotgun, a .223 rifle and a .243 rifle out in the open.

After an interview police found two handguns and ammunition concealed in a backpack.

Novak explained to police that he had been target shooting with friends and was walking back home. Novak was cited on one count of carrying a concealed weapon.

Lt. Siemsen tells KSAL News that it is legal to carry the guns out in the open. "When we do see you with guns - we are going to find out what you are planning to do," he said.

Really concealed in his backpack- sounds like he had his hands full with the shotguns/rifles-----he had a good reason for having them, a backpack would be a safe place for the handguns. He didn't lie why ticket the young man----another way for Salina PD to rack up charges to get more income? I mean really! Give the kid a break--it didn't sound like he was up to no good.

The SPD is just following the law. You cannot have concealed weapons of any kind unless you have a Concealed Carry License. I'm sure they appreciated his honesty, but they are just doing there job.

Once again the Salina pd screws up. If he did not have other weapons in his hands and just had the hand guns in his back pak I could see it but that was not the case. Makes it harder and harder to be honest with law enforcement when they continue to pull bonehead deals like this. This is getting so old when is something going to be done with the leadership of the police department. Its time to clean house.

This is bull. Concealed weapon ha, this is what is wrong with people who have no common sense, glad he wasnt carrying them in a suitcase or brief case he would still be arrested. This guy wasnt trying to hide anything and we arrest him.

I see lots of hippicrits that surf KSAL. Why doesn't SPD patrol and solve crimes.... they count on the citizens. Officer self intiate activity and now get blamed for upholding the laws. What point do you want them to enforce them and when do you want them to turn a blind eye? Most importantly Chatter do tell how a criminal arrest results in income to the department?

They don't say anywhere, in any article I have read, if the handguns were loaded. To me, if they weren't loaded, then the backpack could be defined as a gun case. Or would they cite someone if they were carrying an unloaded handgun around in gun case too? As far as I know, you can have an unloaded gun in the glove box of your car and it's not concidered concealed. I think it's BS and he needs to fight it.

It really is a good thing you can post anonymously on this page. Some of you sure do talk a big game, but would you post the same comments if you had to post with your real name? If it is illegal to carry them, then they should get a ticket no matter what else was going on. Salina PD isn't doing enough to punish the criminals in the town, but they are doing too much when they punish others breaking the law(which by definition makes them a criminal). Maybe not a hardened criminal, but he broke the law none the less

First off you have to be 21 years of age to have a firearm classified as a "Pistol". Second what if I had two or three of my pistols in a range bag made to carry firearms or my range backpack? Is that illegal if I am going to and from the range?
